A Study on Clustered Noise Control Measures

With the thriving of economic development and the enhancement of the quality of life, people are increasingly demanding for a quality living environment. Therefore, it is necessary to control traffic noises in order to improve the quality of living environment. In recent years, the public often makes petitions against several traffic noise sources on the same spot (such as traffic noises derived from freeways, MRTS, railways and highways), of which the compound noise effect disrupts the environmental tranquility. This project plans to seek feasible control measures for clustered traffic noises, including conducting investigation and study of the traffic noises in a specific area (noises source identification, noise analysis…etc.) and proposing solutions for noise control and prevention to serve as references for local environmental protection agencies in dealing with petitions against clustered traffic noises in the future. The objectives of this project include formulating clustered traffic noise source identification methods to be used in our country in the future, establishing clustered traffic noise control measures that are suitable for the situations of our country, and proposing solutions to serve as references for local environmental protection agencies in dealing with petitions against clustered traffic noises. The work of this project is divided into 4 parts: 1) collecting information on measurement indicators and methods for clustered traffic noises adopted by foreign countries and formulating clustered traffic noise identification methods that are suitable for the situations of our country; 2) establishing clustered noise control measures and prevention methods based on the results of the measurements of clustered traffic noises (at least over 40 measurements on over 20 spots) and their effect on the human body; 3) anticipating the types of petitions against clustered traffic noises in our country and formulating standard procedures for dealing with these petitions; 4) holding two consulting meetings and one keynote speech to collect views and opinions from all circles. After implementation, this project has achieved the following objectives: collecting information on measurement indicators and methods for clustered traffic noises adopted by foreign countries, proposing clustered traffic noises indicator LAeq and noise source identification method with “paraboloid sound-collecting device” to be used in our country, conducting measurements for clustered traffic noises (over 124 measurements) and theoretical model and numerical simulation and evaluating their effect on the human body with, proposing related control measures and possible types of petitions against clustered traffic noises and formulating standard procedures for dealing with these petitions, and holding two consulting meetings and one keynote speech to collect views and opinions from all circles as planned.
